About Carey William Fleming
CAREY FLEMING is Senior Counsel for Arizona Public Service Company (“APS”), which is a subsidiary of Pinnacle West Capital Corporation. Mr. Fleming has over 40 years of experience in the nuclear field and currently advises the APS senior staff regarding legal and regulatory matters related to the Palo Verde Nuclear Generating Station. Palo Verde is the largest net generation power facility in the United States. The station consists of three Combustion Engineering designed System 80 pressurized water reactors (“PWRs”), each capable of producing approximately 1400 MWe. Before becoming an attorney in 1998, Mr. Fleming obtained approximately 16 years of civilian nuclear experience operating and working at a commercial nuclear facility in the United States. While with the utility, Mr. Fleming held a U.S. Nuclear Regulatory Commission issued Senior Reactor Operator (“SRO”) license for 11 of those years and worked in the areas of control room operations, classroom and simulator training, root-cause investigation of major events, and regulatory affairs ( i.e., licensing). After attending law school, Mr. Fleming served as a nuclear regulatory attorney in the Washington, DC, office of Winston & Strawn, LLP. He was then hired by a client and served as in-house counsel for Constellation Energy Nuclear Group, located in Baltimore, Maryland. Following his service at Constellation, Mr. Fleming was senior nuclear regulatory counsel for GE-Hitachi Nuclear Energy in Wilmington, North Carolina. Before joining APS, Mr. Fleming served for over five years as the General Counsel of the Nawah Energy Company. Nawah is a joint venture between the Emirates Nuclear Energy Corporation and the Korea Electric Power Corporation, with its headquarters in Abu Dhabi, UAE. Nawah was established in 2016 to operate the four Barakah APR1400 PWR units under construction in UAE. He served during the receipt of the first two operating licenses, as well as the initial criticality and power ascension testing phases of those first two operating units. He began his professional career as a nuclear propulsion plant operator aboard a fleet ballistic missile submarine in the U.S. Navy’s Nuclear Propulsion Program. Mr. Fleming is a summa cum laude graduate of North Carolina Wesleyan College with a B.S. in Computer Information Systems. He received his Juris Doctorate degree, cum laude , from North Carolina Central University School of Law, where he was a member of the law journal. He also holds a Diplôme d’Université in International Nuclear Law from Université de Montpellier, in France. He is a member of the Bar of the District of Columbia and the North Carolina Bar.
