I practice environmental and natural resources law with an emphasis in air quality regulatory matters, including permitting, reporting, compliance counsel, and enforcement resolution. I have over 17 years of environmental experience, spanning private practice and public in the public sector. At Hiser Burggraff Curtis (HBC), I act as permitting and complaince counsel for several industries, including mining, agricultural, power generation (utilities), steel, and copper smelting and refining. I also guide government agencies in SIP, permitting, and compliance strategies. Prior to joining HBC, I also worked at the Arizona Department of Environmental Quality (ADEQ) in the Air Quality Division where I provided legal advice to executive management, tracked applicable legal deadlines, interpreted and drafted statutes, rules, case law and policy documents, and drafted State Implementation Plans (SIPs), comment letters and correspondence. I also honed my compliance/enforcement skills working for the Arizona Department of Real Estate (ADRE) as an Assistant Commissioner, leading both the Enforcement and Compliance and Auditing and Investigations Divisions through the Governor’s LEAN management initiative, which includes creating visual management tools and streamlining job processes while creating a higher quality work product. I also determined disciplinary action on Department Audits and Investigations, prepared consent orders, negotiated settlement agreements, and worked with the Attorney General on cases that have been referred.
