<p>Since January 6, 2019, Judge Phelan has served as a full-time Judge Pro Tem in the Yavapai County Superior Court. She is currently assigned to the criminal trial division handling adult felony cases. Prior to her career on the bench, Ms. Phelan practiced law in Yavapai County. Her practice centered on children and families where she focused primarily on juvenile law, family law, and mental health issues. Ms. Phelan specialized in termination of parental rights, adoptions, juvenile dependency work, grandparent rights and visitation, and representing both parents and children in family and juvenile court. Ms. Phelan also frequently served as Family Court Advisor, Best Interest Attorney or Parenting Coordinator in the family court. </p>
