<p style="margin-left:27.35pt; margin-right:0in">Charlie joined Deloitte Tax LLP in May 2002. In his practice, he has advised clients on all aspects of tax procedure and administration and has represented clients before the IRS in both the Examination Division and Appeals. He has brought numerous tax controversies to a successful conclusion. The controversies have involved a wide range of entities, including corporations, partnerships and non-profits and a wide range of issues, including issues on accounting methods, information reporting, depreciation, non-profit status, UBTI, worker classification, employment tax, credits and penalties.</p> <p style="margin-left:27.35pt; margin-right:0in">From 1993 to 2002, Charlie served as a principal at Andersen. He developed Andersen&rsquo;s controversies practice on the West Coast.</p> <p style="margin-left:27.35pt; margin-right:0in">Between 1977 and 1993, Charlie served as a special litigation attorney in the Office of Chief Counsel, IRS. He was the primary advisor to the large case examination groups in Southern California. He served as Aerospace Industry Counsel from 1980 until he left Chief Counsel. His work with the large case groups was one of the models for the Industry Specialization Program instituted in the Office of Chief Counsel in 1985. He also represented the IRS in numerous cases before the United States Tax Court. His last major trial was Pacific Enterprises v. Commissioner.</p> <p style="margin-left:27.35pt; margin-right:0in">Charlie has lectured extensively on the subject of tax procedure. He has taught the tax procedure course in the master of business taxation program at the University of Southern California.</p>
