About Mr Joel A Stiner
<p style="margin-left:0in; margin-right:0in">Joel A. Stiner serves as the Director of the United States Small Business Administration’s Commercial Loan Service Center in Fresno, California (CLSC.) The CLSC is one of seven centers within SBA’s Office of Financial Program Operations. At the CLSC in Fresno, Joel manages SBA’s single largest portfolio of loans in the entire United States comprised of approximately 230,000 loans valued at over $47 billion made to small businesses in 26 Western and Midwestern states. Joel formerly served as the Center’s Chief Legal Counsel. From 1990 to 1997 he led enforced collection efforts at SBA’s Arizona District Office where he also served as a Special Assistant United States Attorney representing SBA in Federal and State courts. Prior to joining SBA in 1990, Joel was a Contract Administrator with the U.S. Defense Logistics Agency and was responsible for a portfolio of defense contracts relating to encrypted and secure communications and radio technology. Joel is licensed to practice law in the States of Arizona, Texas and Nebraska. In 2006, Joel was selected as the “Outstanding Professor of the Year” at a local college. Joel is a former president and board member of Christian Service Charities, a federation of charities participating in the United States Government’s Combined Federal Campaign. He holds a Juris Doctor degree from the Dedman School of Law at Southern Methodist University in Dallas, Texas; a Master’s Degree in Public Administration and a Bachelor of Science Degree in Political Science from Arizona State University in Tempe, Arizona. Joel also attended Biola University in La Mirada, California. While in college he was selected as the first student from Arizona State University to serve on the Arizona Board of Regents. Joel is a member of Pi Alpha Alpha, the national honor society for Public Affairs and Administration. He began his career in Federal service in 1980 as a Presidential Management Fellow. Joel is a veteran of 43 years of marriage to the former Shannon McKenna of Waterloo, Iowa. Joel and Shannon have two daughters and a son and just recently became grandparents.</p>
