Stuart was born in Richland, Washington and received his Bachelor of Arts degree in Political Science in 2001 from University of Virginia, and his Masters of Arts in 2002 from University of Arizona. He received his Juris Doctor in 2007 from the University of Arizona - James E. Rogers College of Law.
